The Agreement

The agreement on the reform of research evaluation provides a common direction for changes in the evaluation of research, researchers and research organizations, with the overarching goal of increasing the quality and impact of research. The following ten principles are therefore to be implemented as part of the adaptation of research evaluation:

1. Recognizing the diversity of contributions to and career paths in research, in line with the needs and nature of research.

2. Research evaluation should be based primarily on a qualitative assessment, in which peer review is central and supported by a responsible use of quantitative indicators.

3. The inappropriate use of journal and publication-based metrics in research evaluation, in particular the inappropriate use of Journal Impact Factor (JIF) and H-index, should be avoided.

4. The use of rankings of research institutions in research evaluation is to be avoided.

5. The provision of the resources needed to reform research evaluation.

6. The review and further development of the criteria, tools and procedures to be applied.

7. Raising awareness of the reform and providing transparent communication, advice and training on the evaluation criteria and procedures to be applied.

8. The exchange of practices and experiences to enable mutual learning within and outside the coalition.

9. Communication about progress in implementing the principles and commitments.

10. The evaluation practices, criteria and instruments are evaluated on an evidence-based and scientifically sound basis and the corresponding data is published for research purposes.
