State interventions range between control and care, even in the current pandemic: (new) control measures are being implemented to protect the population. With their expertise on the contexts of different authoritarian and democratic regimes, partners in São Paulo, Santiago, Abidjan, Barcelona and Berlin are developing a research agenda that examines this area of tension. The focus is on the consequences for urban participation and inequality in health opportunities.
